Nobody will give you a number, and there is a reason
Ask five UAE agencies what a system costs and four will answer with a meeting. There is a legitimate reason and a less legitimate one, and you should know both before you walk into the room.
The legitimate reason: a quote written before anyone understands your operation is a guess with a decimal point on it. Two businesses that describe the same problem in the same words can be a four-week build and a four-month build, and the difference is never in the brief.
The other reason is that the first number anchors every conversation after it. Say nothing, learn your budget, then price to it. That is not fraud, it is negotiation, but it is worth knowing it is happening.
So here are the bands, ours included. Use them to sanity check whoever you are talking to, including us.
What the UAE market charges in 2026
These are advertised public ranges from UAE agency price guides published in 2026. They are what a buyer comparing quotes will also find. They are not what firms actually close at, which is usually lower after negotiation and higher after change requests.
- Websites. A basic three to five page business site runs AED 3,500 to 8,000. A corporate or SME site of ten to twenty pages runs AED 12,000 to 55,000. Ecommerce with regional payment gateways runs AED 15,000 to 110,000 and up. Small to mid agencies land most business sites between AED 8,000 and 35,000.
- WhatsApp and chatbot automation. A basic flow bot is AED 1,500 to 3,000 to set up and AED 400 to 800 a month. A custom AI agent is AED 8,000 to 15,000 and AED 3,000 to 5,000 a month. The published UAE SME median is AED 6,500 setup and AED 2,400 a month for a bilingual Arabic and English bot.
- AI agents built properly. Entry deployments start around AED 55,000 and run to AED 200,000, with AED 3,000 to 18,000 a month recurring. Mid-market internal operations agents run AED 120,000 to 350,000. These figures are enterprise-shaped.
- Custom software and apps. The published MVP range is AED 80,000 to 140,000 over ten to fourteen weeks. A mid-level business application is AED 92,000 to 294,000. Custom software in the UAE spans AED 40,000 to 300,000 before you reach enterprise platforms.
Notice the hole. The chatbot guides stop around AED 40,000 and the AI agent guides start around AED 55,000, and almost nobody publishes anything in between. That gap is where most real UAE businesses actually sit: past a configured chatbot, nowhere near a compliance-heavy enterprise deployment.
One published guide states that ongoing cost is 15 to 30 percent of the build per year, then lists tiers where it works out at 65 percent. Do not take that rule of thumb from anyone, including us. Ask for the monthly figure in writing.

From means the floor for a real scope, not a teaser that doubles at contract. What sits above the floor is scope, and scope is what the diagnosis exists to establish.

What moves you up the range
Six things account for almost all the variance in a UAE build. If a quote is higher than you expected, it is one of these, and you are entitled to ask which.
- Integrations. Connecting to the booking platform, payment record, accounting system or door hardware you already run. This is the single biggest driver and the one most often quoted as "we will look at it later", which means a change request later.
- Bilingual as a content system, not a translation layer. English with Arabic, or English with Russian, done properly means every piece of content has two homes and the first WhatsApp message arrives in the language the visitor was reading.
- Hardware. Door readers, access terminals, scanners. Anything physical adds testing time you cannot compress.
- Roles and permissions. Two user types is a feature. Six user types with rules about what each can see is an architecture, and it has to be enforced in the database rather than hidden in the interface.
- Data migration. Moving years of member, client or inventory records out of a system that was never designed to let go of them.
- Approval workflows. Anything where a person must sign off before something reaches a customer. Worth every dirham, and it is build time.
The costs nobody puts in the quote
The build price is not the price. Published UAE guides list the following running costs separately, and a quote that omits them is not cheaper, it is less finished.
- Per-conversation messaging fees. Business-initiated WhatsApp conversations are billed per conversation. A business handling 1,500 a month should budget AED 250 to 600 on top of any vendor fee.
- AI usage. Where a system genuinely needs a model rather than a rule, that usage is metered. Published UAE breakdowns put it at AED 600 to 1,000 a month on a mid-tier deployment.
- Hosting and monitoring, commonly AED 300 to 500 and AED 200 to 350 a month respectively.
- Template approvals and number provisioning at setup, and translation of a real FAQ set, which one guide puts at AED 1,500 to 3,000.
- Out-of-scope changes, typically AED 500 to 1,500 per new flow. This is where a cheap quote becomes an expensive project.
How to compare two quotes without being lied to
Price is the easiest thing to compare and the least useful. Ask these five instead, and ask for the answers in writing.
- Who owns the code on delivery? If the answer is anything other than you, with source code and documentation transferred, you are renting.
- What happens in month thirteen? Get the monthly figure and what it covers, before you sign the build.
- Is the integration in scope, or is it a change request? Name the specific system. Get the answer against that name.
- What is the acceptance test? What has to be true for this to be finished, written down before it starts.
- Who approves anything that reaches a customer? If the answer is "the system does", walk.
Why we charge for the diagnosis
Every engagement here starts with a paid diagnosis of one workflow at a fixed scope and a fixed price. We map what that workflow costs you now, quantify it, and tell you what we would build. It credits toward the build if you proceed, and you keep the document either way.
It is paid for two reasons. The work is real, and a free version of it is a sales call wearing a lab coat. And it filters. A business that will not pay for the mapping will not sit through the build, and we would both rather find that out in week one.
It is also where we tell you not to build. If a spreadsheet solves it, or a product you can buy off the shelf solves it, that is the honest output and you have paid a small fixed fee to avoid a large variable one.
